Emo Keeps turning off and back on

I took delivery of my emo i set it up and it keeps turning off and back on I’ve tried to reset and deleted the app and reinstalled it is my emo broken?

Is EMO fully charged?
When he is on the charger, is the blue light on solid or flashing?

The light is a solid blue
