the connection between the app and EMO is via Bluetooth but connecting EMO only with Bluetooth is not possible.

As Andy said, the App talks to EMO via Bluetooth, and if you do not have WiFi then you can do some things with EMO via this. If however you want to know if EMO can connect to Wifi using Bluetooth then the answer is no.
