Possible causes could include a problem with the internal SD card/storage, a firmware/system issue, or a power/charging problem.
Since EMO works normally while exploring but reboots every 15–20 seconds specifically when he is charging on the Home Station, I would check these things:

Power supply/cable: Try another good-quality USB-C cable, power adapter, and wall outlet. An unstable power supply could cause repeated reboots when EMO starts charging.

Charging contacts: Clean the charging contacts on both EMO and the Home Station and make sure EMO is sitting correctly on the station.

Firmware: Check that EMO is running the latest firmware [Firmware Update] 3.2.0 Go fishing with EMO! and restart both EMO and the Home Station.

SD card/storage: The fact that he also shows an SD card error when taking photos is important. Photos require writing data to storage, so a corrupted or failing internal SD card could explain the photo error and possibly the rebooting.

System/profile corruption: If the SD/storage is readable only intermittently, EMO may be crashing when certain functions are accessed while charging.
Because your EMO is only 32 days old, I would not open him or try to remove/replace the SD card yourself, especially if he is still under warranty. I would record a short video showing the repeated rebooting and the SD card error and send it to Living.AI support together with your EMO ID, firmware version, and order information.
If changing the cable/adapter and cleaning the contacts doesn’t help, I would suspect a hardware/storage problem rather than normal behavior.
